Cambodia: The Threat of War by Thailand Is Real

Phnom Penh, August 20, 2010 AKP --

Thailand has lately beaten the drum of war louder and louder re-confirming that the threat of war by Thailand is real, said the Office of the Council of Ministers of the Kingdom of Cambodia, in a press release dated Aug. 19.

The full press release reads as follows:

“The spokesperson of the Press and Quick Reaction Unit (PRU) of the Office of the Council of Ministers (OCM) of the Royal government of Cambodia (RGC) wishes to bring to the attention of the national and international public the new development in the Cambodian and Thai relations, including:

1- On 15 August, 2010 the INN News published the statement of the Thai Prime Minister Abhisit Vejjajiva that the tension on border issue flared up between Thailand and Cambodia caused by the violation of MOU 2000 by Cambodia and alleged Cambodia of territorial encroachment and unilateral enlisting of Preah Vihear as a World Heritage Site. At the same time, on August 16th, 2010 Matichon Online quoted Mr. Prasong Sunsiri, former Minister of Foreign Affairs and former Secretary General of the Thai National Security Council saying that Thailand should use both diplomatic and military means. But the Thai armed forces should gradually besiege the area of 4.6 sqkm while conducting negotiation with Cambodia. The truth is that:

1.1 The Keo Sikkha Kiri Svarak pagoda, the village market near the Temple, and the Cambodian administrative post are situated deep inside Cambodia and have existed long before the MOU 2000. Thai media had reported that the governor of Sisaket province had seen all those installations during his visit in 1998. The PRU has this proof in its possession.

1.2 The improvement of the pagoda infrastructure, the building and the improvement of the access road to the Temple of Preah Vihear from the west, and the rebuilding of the shopping center for tourists near the northern staircase of the Temple do not violate Article 5 of the MOU 2000 as alleged by Thailand.

1.3 Not a single Thai citizen had ever lived in the area claimed by Thailand, not now, not decades, not even centuries ago, except during those times when the Thais occupied the Temple of Preah Vihear illegally.

2- The tendentious Thai allegations that the RGC unilaterally inscribed the Temple of Preah Vihear on the World Heritage List, the inscription which was done on 07 July 2008 in Quebec, Canada has been the root cause of violence in the border area between Cambodia and Thailand. The truth is that:

2.1 The Temple of Preah Vihear is a Cambodian heritage, and Thailand has solemnly recognized that the Temple of Preah Vihear and its vicinity are under Cambodian sovereignty, due to the fact that Thailand had accepted the ICJ’s 15 June 1962 Judgments. Thailand is not stupid and ignorant to the degree of not knowing that under the 1972 Heritage Convention, only State Party that owns the natural or cultural heritage has the right to submit its property for the inscription to the World Natural Heritage List or World Cultural Heritage List. Where are common sense, logic and legality that some Thai political and cultural elites and lawyers can make a plea and tell the world that Cambodia cannot inscribe her own heritage?

2.2 The many instances of violence that took place deep inside Cambodia, in October 2008 at Veal Intry, Phnom Troap, and near the Keo Sikkha Kiri Svarak pagoda, and in April 2009 at the village market near northern staircase of the Temple were caused by Thai troops intrusion and attempt to occupy Cambodian territory with the malicious scheme of showing Thai presence in those areas. Had Thai troops stayed on the side of the border in Thailand, there would not have been any violence resulting in heavy losses of lives. Thai troops have learnt a bitter lesson: their intrusion inside Cambodian territory was responded by strong and decisive counter-attack. Unfortunately, it seemed that Thai politicians, especially the people in the Abhisit Vejjajiva government have not yet learnt enough of those bitter lessons, despite the many facts showing to the world that Thailand has earned very bad reputation during the past four years on the issue of the Temple of Preah Vihear.

2.3 Thailand’s intention is well known. Thailand wanted to force Cambodia to have joint listing or joint administration of the listed world heritage with it. Now that the Temple of Preah Vihear escaped Thai widely casted net. Thailand sees no other mean, but to make all efforts, including campaign of intoxication, and military threat to try to hang on to the so called disputed border and territory.

3- Abhisit’s campaign of intoxication using innuendo, wild suggestion and off-based speculation hit him back, and the intensity of the shock is an equivalent of a political suicide. In a frenzy of putting many lies together, Mr. Abhisit stumbles and falls flat on his face.

3.1 In his 10 August letters to H.E. Mr. Vitaly Churkin. President of the United Nations Security Council, and H.E. Dr. Ali Abdussalam Treki of the United Nations General Assembly, Mr. Abhisit reaffirmed Thailand’s recognition and acceptance of the 15 June 1962-ICJ’s Judgments. Therefore, Mr. Abhisit can no longer claim that he does not know that the Temple of Preah Vihear, and its vicinity are inside the Cambodian territory. In speaking about his imaginary claimed territory, based on Thailand’s mysterious, unilaterally drawn and internationally unrecognized map, Mr. Abhisit has been dreaming, and inventing with a somber scheme to make it happen with military intrusion and occupation.

3.2 In the same letters, when speaking about the MOU 2000, Mr. Abhisit said: ‘The intention of the Royal Thai government is to solve the problem of land boundary between Thailand and Cambodia through the IMPLEMENTATION of the 2000 memorandum of understanding between the government of the Kingdom of Thailand and the government of the Kingdom of Cambodia on the survey and demarcation of land boundary’. Therefore, from now on, Mr. Abhisit can no longer raise the questions associated with the 1904 Convention, the 1907 Treaty, the Annex I Map, which are the result of the works of the Mixed Commission, and the 15 June 1962 ICJ Judgments, Case concerning the Temple of Preah Vihear (Cambodia v. Thailand), Merits. By his own admission, he must focus only on the IMPLEMENTATION of the MOU 2000. The implementation but not negotiation.

3.3 By the hands of the Providence, by the Baramey of Lord Buddha, by the wisdom of Samdech Akka Moha Sena Padei Techo Hun Sen Cambodia has two illustrious personalities of the United Nations as our and the whole world witnesses about Mr. Abhisit’s reaffirmation of recognition of the 15 June 1962 ICJ Judgments and the MOU 2000.

The spokesperson of the PRU of the OCM whishes to reiterate to the public at large that the Royal Government of Cambodia is dedicated to live in peace with all neighbors, and solve all problems by peaceful means. Lately Thailand, starting from Mr. Abhisit to Mr. Prasong Sunsiri, former Thai Foreign Minister, has beaten the drum of war louder and louder with the passing of days confirming and re-confirming that the threat of war by Thailand is real.” --AKP

PM Receives Foreign Ambassadors

Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen met here separately on Aug. 19 with outgoing Singapore and S. Korean, and newly appointed Indonesian ambassadors to Cambodia.

In the meeting, out-going Singaporean Ambassador, Ms. Tan Yee Woan highly praised Cambodia’s development in all domains, Samdech Hun Sen’s assistant Ieng Sophalet told reporters upon the meeting.
For his part, S. Korean Ambassador H.E. Lee Kyung Soo thanked the Royal Government of Cambodia for having fully supported him during his diplomatic mission in the Kingdom.

In reply, Samdech Hun Sen highly appreciated the diplomatic mission of the two out-going ambassadors in Cambodia.

The Cambodian premier also warmly welcomed the diplomatic mission of newly appointed Indonesian Ambassador Mr. Soehardiono Sastramihardjo, through which, he believed, the ties of friendship and the bilateral cooperation between the two peoples and countries Cambodia-Indonesia will be further strengthened and consolidated. --AKP

Out-going S. Korean Ambassador Meets Cambodian Leaders

Phnom Penh, August 20, 2010 AKP -- Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen and out-going Ambassador of the Republic of Korea, Mr. Lee Kyung Soo have shared the same view that the Cambodian-S. Korean relationship has reached its peak.

During their meeting here on Aug. 19, both sides agreed that the relationship between the two countries has progressed rapidly and reached now its peak.

The out-going S. Korean ambassador highly evaluated Cambodia’s fast development and thanked the Cambodian leaders and government officials for their cooperation for the success of his diplomatic mission, Ieng Sophalet, assistant to the Cambodian premier told reporters after the meeting.

For his part, Samdech Techo Hun Sen appreciated Mr. Lee’s efforts in promoting and strengthening the cooperation between Cambodia and the Republic of Korea.

Earlier on Aug. 18, the out-going S. Korean ambassador met with Cambodian Deputy Prime Minister and Minister in charge of the Office of the Council of Ministers H.E. Sok An. Both sides agreed to expand their cooperation in preventing against “false marriages” between Cambodian women and Korean men.

On the same day, Mr. Lee Kyung Soo also paid farewell visits to Cambodian National Assembly President Samdech Akka Moha Ponhea Chakrei Heng Samrin and Cambodian Deputy Prime Minister and Finance Minister H.E. Keat Chhon.

In Cambodia, the Republic of Korea has taken the lead in eight key domains – investment, tourism, cultural exchange, vocational training, Information Technology (IT), construction, finance, and airline services. --AKP

Neak Loeung Bridge’s Construction To Begin in Late 2010

Phnom Penh, August 20, 2010 AKP -- The construction of Neak Loeung Bridge linking the national road 1 is expected to begin at the end of this year or early next year, said Minister of Public Works and Transport H.E. Tram Iv Tek.

At the signing ceremony of an agreement between Chodai Technical Advisory Company, Oriental Consultant Company and the Cambodian Ministry of Public Works and Transport held here last Wednesday, H.E. Tram Iv Tek said the construction of Neak Loeung Bridge would start in late 2010 or early 2011 and finish in Mar. 2015.

Once finished, the bridge will facilitate the travel and transportation between Cambodia and Vietnam and be useful for the Greater Mekong Sub-region countries, he said.

It will also contribute to boosting the economic, cultural, social cooperation and the ties of friendship between Cambodia and Japan, he underlined.

The 37.5-meter high, 13.5-meter wide and 2,200-meter long Neak Loeung Bridge is the second bridge across the Mekong River. --AKP

S. Korean Donation to APSARA Authority in Siem Reap Province

Phnom Penh, August 20, 2010 AKP -- South Korea has given 50 lamp posts with solar-powered lamps as a donation to APSARA Authority in Siem Reap province.

An agreement on handing over the lamp posts was signed at Hun Sen-Kruos lower secondary school in Svay Dangkum district, provincial town of Siem Reap on Aug. 19 by Mr. Bun Narith, director of APSARA Authority, Mr. Park Daewon, president of Korea International Cooperation Agency (KOICA) and Young Doo Yoon, CEO of Asiana Airline in the presence of Siem Reap Governor H.E. Sou Phirin and Mr. Jung Wook Hong, member of S. Korean parliament.

In the meantime, 16 lamp posts with solar-powered lamps were put in use in a ceremony after being planted in front of the lower secondary school situated on National Road 6 in the provincial town of Siem Reap, at the Run Ta Ek natural development area, near Svay Thom market, and at Neak bridge.

Each lamp post possesses 50 solar-powered lamps. --AKP

Cambodia Chemical Society Launched

Phnom Penh, August 20, 2010 AKP -- The Cambodia Chemical Society (CCS) was launched here yesterday at the Royal Academy of Cambodia in the presence of its President Dr. Clot Thida and UNESCO Country Representative Mr. Teruo Jinnai.

Speaking at the event, Dr. Clot Thida said CCS will carry out activity to strengthen the development of chemical science, particularly to promote research related to the improvement of health, safety and people’s living standard.

The symposium on “Chemistry and Life” was also held on the occasion.

Dr. Sieng Huy, chief of chemistry and food department and CEO of CCS said that the two-day symposium, supported by the Jakarta-based UNESCO, was aimed to raise the scientific and technical awareness, the implementation and the education related to chemical field. --AKP

Tennis Coaching Course Opened

Phnom Penh, August 20, 2010 AKP -- The National Olympic Committee of Cambodia (NOCC) opened here on Aug. 18 a tennis coaching training course.

Twenty-two (22) participants, including one female, from 11 clubs have been attending the 11-day training course supported by the International Tennis Federation (ITF) and the International Olympic Solidarity movement.

The course has been taught by two ITF instructors – Kanal Jeet Singh of India and Christopher Philla of Sri Lanka. --AKP
