Cambodias National Election Committee (NEC) and the European Commission (EC) have signed a memorandum of understanding, allowing for an exchange of expertise in the area of elections.

According to Rafael Dochao Moreno, charge d'affaires of the EC, the European Union will provide two experts - Alexandre Castanias from Greece and Eric Des Pallieres from France - to the NEC to help them make the election process free and fair.

The Phnom Penh Post on Mar. 19 quoted Rafael Dochao Moreno as saying that the two experts will both provide technical skills on media communication and law to NEC staff." The EU has donated funding and experts to NEC to help organise elections in Cambodia since 1998, according to NEC chairman Im Suosdey.

The EU sent 130 observers to monitor last year's polls in Cambodia.
