Cambodian Premier Arrives in Belgium

Phnom Penh, October 4, 2010 AKP -- Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia arrived safely in Brussels, Belgium on Oct. 2 to attend the ASEM 8 Summit, taking place on Oct. 4-5, reported the National Television of Cambodia (TVK).

As scheduled, Samdech Techo Hun Sen, also coordinator for the ASEAN group of the ASEM, will deliver keynote addresses related to “Quality of Life” and “Sustainable Development”. He will also give a speech at the press conference of the ASEM 8 Summit.

Five main topics – Global economic and financial management to prevent future crisis; sustainable development; world’s challenges including terrorism, natural disasters, proliferation of nuclear weapons, etc.; regional issues such as the election in Myanmar in November, the Korean Peninsula issue, and the nuclear weapons issue in Iran; and relations between peoples – will be discussed during the summit.

Delegate Minister attached to the Prime Minister H.E. Sry Thamrong told reporters on Oct. 1 at Phnom Penh International Airport before the departure of the Cambodian delegation, led by Samdech Techo Hun Sen, that many forums including the business forum will be also held on the occasion.

Currently, ASEM has 48 partner countries. This year, Australia, New Zealand and Russia will join for the first time the summit and become ASEM’s new members. --AKP

Cambodia Expands Administrative Area of Phnom Penh

Phnom Penh, October 4, 2010 AKP -- His Majesty Norodom Sihamoni, the King of Cambodia, issued on Sept. 20 a Royal Decree for the adjustment of administrative border of Phnom Penh, expanding the Capital City area into 20 communes of Kandal province.

The 20 communes of Kandal province incorporated into the Khans of the Capital City of Phnom Penh are:

- Prek Phnov, Samrong and Ponhea Pun of Ponhea Leu District, incorporated into Khan Sen Sok;

- Punsaing, Snor, Ov Lok, Boeung Thom, Kambol and Kantork of Ang Snuol District, incorporated into Khan Dangkor;

- Korng Noy, Tean, Roluos, Spean Thmar and Prek Kampoeus of Kandal Strung District incorporated into Khan Dangkor;

- Veal Sbov, Prek Eng, Kbal Koh and Prek Thmei of Kien Svay District, incorporated into Khan Meanchey;

- Bakheng, and Koh Dach of Muk Kampoul District, incorporated into Khan Russey Keo.

Drunk Driving Crackdown: Four Drivers Found with Excessive Alcohol

Phnom Penh, October 4, 2010 AKP -- The crackdown on drunk driving officially began on Oct. 1 in Phnom Penh Capital at the area in front of the Council for the Development of Cambodia along the Sisowath Boulevard.

According to Gen. Him Yan, Chief of Security Department of the Ministry of Interior, the two-hour testing process proved to be very successful, thanks to good participation from drivers.

Among 58 drivers of cars and motorbikes tested, four drivers (or roughly 8 percent) were found with over legal alcohol limit, he said, adding that they were fined and their families were contacted to bring them home.

The rest, found to be under the limit, were educated and released home, said Gen. Him Yan.

Based on the traffic law, the drivers found with 0.8 grams of alcohol or more per liter of blood will be fined from 25,000 Riel (around US$6.25) and one million Riel (around US$250), and sentenced from six days to six months in prison.

The implementation of the mobile checkpoint will be done randomly and its location will be changed every day. --AKP

Vietnam Provides Security Equipment to Cambodia’s Interior Ministry

Phnom Penh, October 4, 2010 AKP -- The Vietnamese Ministry of Public Security has provided necessary security equipment worth approximately US$1 million to the Cambodian Ministry of Interior.

The minutes on the equipment handover was signed here on Sept. 30 by Gen. Teng Savong, secretary of state for the Cambodian Interior Ministry and Maj. Gen. Dang Van Hieu, deputy minister of the Vietnamese Ministry of Public Security under the presidency of Cambodian Interior Minister H.E. Sar Kheng.

“This reflects the close cooperation between the two ministries,” said Maj. Gen. Por Sopheak, director of International Relations and ASEAN Department of the Ministry of Interior.

Following the signing ceremony, H.E. Sar Kheng presented a Friendship Order to four Vietnamese Public Security officials, including Maj. Gen. Dang Van Hieu, in recognition of their good cooperation with the Cambodian Ministry of Interior.

The Vietnamese Delegation of the Public Security Ministry led by Maj. Dang Van Hieu paid a visit to Cambodia from Sept. 30 to Oct. 3. --AKP

Cambodia To Have 1.5 Million Elderly Persons In 2025

Phnom Penh, October 4, 2010 AKP -- At present, Cambodia counts one million people over the age of 60 and the number will reach 1.5 million by 2025.

Mr. Hol Phal, director of the Department of Retirement Pensions of the Ministry of Social Affairs said here last Friday at a meeting to mark the 12th International Day of Older Persons, attended by 500 Cambodian elderly persons and presided over by Minister of Social Affairs, Veterans and Youth Rehabilitation H.E. Ith Sam Heng.

The older persons are those whose age is from 60 years old and the oldest persons are those beyond 80 years old, Mr. Hol Phal cited the UN’s provision and told the meeting.

Most of the Cambodian elderly people are living in the rural area with their daughter or son or live in Buddhist pagodas, he said.

H.E. Muth Kheav, secretary of state at the Ministry of Social Affairs, Veterans and Youth Rehabilitation, read a letter from Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen, saying that the meeting is being held to commemorate the social achievements made by Cambodian elderly people and left behind for the young generations.

For his part, Minister of Social Affairs H.E. Ith Sam Heng said the Royal Government of Cambodia in its fourth mandate under the leadership of Prime Minister Samdech Techo Hun Sen has set out measures to improve the welfare service for the elderly people.

There are 36,258 pension persons and 6,217 disable officials and workers in Cambodia from 1987 to 2010 and the government has paid some 68.6 million Riel per year, he said.

Currently, there are 357 associations for the elderly people throughout Cambodia. --AKP
