Almost 6,000 police were deployed in Cha-am district of Phetchaburi province as the three-day 14th Asean summit began there on Friday.
Prime Minister Hun Sen was the first Asean leader to arrive in Cha-am, at 10am. Leaders from Malaysia, Burma, Brunei. Laos and Indonesia were expected to arrive later.
Deputy Prime Minister Suthep Thaugsuban arrived at the Dusit Thani Hua Hin on Thursday evening. Prime Minister Abhisit Vejjajiva was scheduled to arrive on Friday.
Hun Sen was scheduled to meet Mr Abhisit at 4.35pm on Friday for bilateral talks. Topics were expected to include the territorial conflict around Cambodia's ancient Preah Vihear temple, which borders on Thailand's Si Sa Ket province.
A spokesman said about 5,700 police were deployed.
