Foreign Minister Hor Namhong was seeking medical treatment in Paris, following his collapse in the US Sunday as he was inaugurating a new consulate.

The foreign minister suffered from a combination of jet lag, exhaustion, high blood pressure and high blood sugar.

He has canceled a Non-Alignment Movement meeting planned for Havana, Cuba, and will be replaced by Secretary of State Ouch Borith.

The new consulate will provide services to the thousands of Cambodians living in Lowell, Massachusetts, as well as providing a liaison for business and investment between the two countries.

The new consulate demonstrates a warming relationship between Cambodian and the US, Hor Namhong said in speech before his collapse.

On hand for the morning opening were the Cambodian ambassador to the UN, the ambassador-designate to the US, the deputy mayor of Lowell, as well as a Massachusetts state senator.
