The body of 7-year-old Phearom Rattanak, the son of the Kompan commune first deputy chief in Memot district, Kampong Cham, was found in a well on Saturday. Un Phearom, the father of the victim, believes his son was killed by the father of a neighbour who exchanged insults with Phearom Rattanak.

Prime Minister Hun Sen facetiously thanked Tuesday opposition leader Sam Rainsy following his letter to the prime minister seeking amnesty for Sam Rainsy Party members accused of being former Cambodian Freedom Fighters. "Thank you so much, Excellency Sam Rainsy.... It may or may not be his intention, but he uses language that treats me as a king to attack me for promoting myself as one."

The Federation of Cambodian Intellectuals and Students (FCIS) called for the Ministry of Education, Youth and Sport to increase the quality of education by considering a controversial teachers union survey. "The [ministry] should look at the [Cambodian Independent Teachers Association] report for solutions to increase the quality of education," Mao Pises, the president of FCIS said on Tueday. CITA's survey claimed about 41 percent of primary students drop out before entering secondary school, but Hun Chan Rith, a deputy director at the Education Ministry, said that number was "not fair" but refused to reveal their dropout numbers, calling them a "secret".

A 90 megawatt coal power plant in the Sihanoukville Special Economic Zone (SEZ) will go online in 2010, Prime Minister Hun Sen announced Tuesday. The PM encouraged all SEZs to have their own power plants, saying that when electricity is cut off it affects factory profitability. He said that SEZ power plants should negotiate with Electricite du Cambodge to sell unused power back to the national grid.

MINISTER of Agriculture Chan Sarun instructed landowners near the border not to lease farmland to Vietnam on Tuesday, without explaining the decision behind the policy. "We have advised provincial agriculture offices not to allow farmers to lease land to any Vietnamese," he said. Daon Ngoc Pha, deputy director of the Rural Department in Vietnam's An Giang province, has previously said there were plans to lease farmland in Cambodia, a move designed to stop Cambodian smuggling. Yang Saing Koma, president of the Cambodian Centre for Study and Development in Agriculture, said on Tuesday he supported the policy to block land leasing.
