The UN's new special rapporteur for Cambodia, Surya Prasad Subedi, met with Phnom Penh Governor Kep Chuktema and Deputy Governor Mann Chhoeun on Monday for what Subedi said he hoped would be the start of a "constructive dialogue".

Subedi, on his first trip to Cambodia, said he was using this visit to familiarise himself with the situation in the Kingdom and asked Kep Chuktema and Mann Chhoeun to help him learn about the main challenges of governing Phnom Penh. He said he discussed "the plight of the people being evicted from a couple of sites", but declined to elaborate further. According the Mann Chhoeun, Kep Chuktema asked Subedi for advice about relocations and answered questions about land issues at Boeung Kak lake. The meeting with the municipality's highest ranking officials comes after meetings with Foreign Minister Hor Namhong, Hun Sen's adviser on human rights Om Yentieng and Prime Minister Hun Sen. Subedi's predecessor, Yash Ghai, resigned from the post after coming under repeated attack from Hun Sen and other top government officials.
